These counties are Fayette, Greenbrier, Mercer, Monroe, Raleigh, Summers, and Wyoming. This facility is operated by the WV Regional Jail & Correctional Facility Authority.

The incidents in the penitentiary of the Coast
Srj mugshots ; On May 30, 2019, a revolt in the Penitentiary of the Coast left six dead . Of these five were identified, the other was cremated and has not been recognized. According to the then director of the Penitentiary, Alfredo Muñoz, it was a confrontation between gangs. The 6 dead were in different pavilions, three of them of minimal danger. One of the deceased was the brother of aka Gorras, a well-known hitman from southern Guayaquil. Penitentiary guides were also attacked. Four people were arrested.
The commander of zone 5, General Ramiro Ortega, said that the Police took control of the Penitentiary, that 500 police were in place and that a firearm and white weapons were found. Outside the place, the relatives of the prisoners threw stones at the officers after the confrontation was reported and photographs of the victims began to circulate. A barrier of at least 40 police and military protected the entrance to the Penitentiary of the Coast.
Muñoz said the incident was due to internal revenge and was not related to other incidents of the Penitentiary.
Other incidents in prisons in the country
What happened in May 2019 are not isolated incidents. Between January and May of this year 15 crimes have been committed in the country’s prisons , so the Police restructured the control in four prisons. The Police appointed eight colonels in the rehabilitation centers of Cotopaxi, Turi (Azuay), El Rodeo (Manabí) and the Penitentiary (Guayas).
In 2018, in the prison of El Turi in Azuay, the inmates mutinied . There were no deaths. The incident was caused, according to Lizardo Martínez, former Minister of Justice, a power struggle in the maximum security pavilion. In Latacunga prison so far in 2019, a person arrested for an adjustment of accounts died. Another person committed suicide at the Provisional Detention Center of El Inca in Quito.
While in the Penitentiary of the Coast, in January 2019, a person died. In another incident 26 people, 21 police and 5 civilians were arrested for entering weapons in an ambulance. On April 26, some inmates tried to destroy structures and loot the medium-security pavilion, two days before two people died and seven wounded in the middle of a shooting. And three prisoners escaped three days before the May 30 incident.
A leak from the Coastal Penitentiary
Three prisoners escaped from the Litoral Penitentiary, in the early hours of May 27, 2019. The fugitives submitted 4 penitentiary guides with a weapon, placed a ladder on one of the walls and fled. According to Alfredo Muñoz, then director of the Penitentiary of the Coast, the escape occurred when there was an alarm of an alleged wounded. The guide in charge opened the door of the pavilion to assist him and was held by armed inmates.
Muñoz said that the number of guides was poor compared to the number of detainees, which exceeded 10 thousand, and that 500 guides are expected to be added.
Before leaving, the escapees left death threats to the Director with the guides submitted.
The measures that have been taken in the face of the prison crisis
In the case of violence in prisons, on May 16, 2019, President Lenín Moreno declared the state of emergency of the country’s Social Rehabilitation System. According to Executive Decree 741 , the objective of the measure is “to meet the emerging needs of said system in order to protect the rights of persons deprived of liberty as a priority care group.” The measure also provided for the mobilization of the Armed Forces and the Police to maintain order and prevent violent incidents within the centers nationwide. The state of exception will last 60 days from its issuance.
The state of exception and its measures will be applied in all deprivation centers of liberty at national level, without any exclusion. Within the state of exception, the hiring of anti-aggression vests, pepper gas, electric guns, among others, is also planned.
A state of exception is a resource that can be used by the President of the Republic when there is a situation of disorder or conflicts that disrupt the internal order of the country. When a state of exception is decreed, automatically the fundamental rights of citizens residing in the area in which it is dictated are partially or totally suspended.
On May 28, the government issued Executive Decree 754, which clarifies the functions of the authorities during the state of emergency. The Armed Forces will carry out arms control in the first entry filter and the Police will strengthen internal and perimeter control.
After the incident of May 30, 2019, visits and judicial proceedings were suspended in the Penitentiary of the Coast. The controls of the Ministry of Interior extended to three other prisons. In addition, 90 prisoners were relocated and authorities replaced.

After the decree of the State of Exception, on June 1, Byron Vallejo, director of Penitentiary Contingencies, and José Vargas, undersecretary of Police, reported on the measures taken to reduce situations of violence and criminality in the country’s prisons. Among these measures is the relocation of prisoners. The measure was applied in prisons in Cuenca, Latacunga, Guayaquil and Portoviejo. Change of authorities in charge of prison services in Ecuador
· In an official statement, on the night of May 30, 2019, the government removed the director of the Penitentiary of the Coast, Alfredo Muñoz. His replacement is Héctor Reyna Vivar, who already held that position between 2011 and 2014.
In addition, Lenin Moreno issued on Monday, June 3, 2017, Executive Decree 781 in which he appointed Edmundo Moncayo Juaneda as the new General Director of the Comprehensive Care Service for Adult Persons Deprived of Liberty and Infringing Adolescents. The former director, Ernesto Pazmiño, resigned for family reasons three weeks after the declaration of the state of emergency. Moncayo worked in the Police for 33 years. During his professional career he received 12 public congratulations for relevant acts, four diplomas for police efficiency and nine awards for professional merit.

Article 534 of the COIP establishes the purpose and requirements for pretrial detention. Preventive detention is one of the six precautionary measures “to ensure the presence of the person prosecuted” at the trial. The COIP says that pretrial detention should be applied when there are indications that “precautionary measures not deprived of liberty are insufficient” to ensure the presence of the accused at trial. What happened to Cuban alias in the Penitentiary of the Coast?
On Tuesday, June 11, 2019 there was another heinous crime in the Penitentiary of the Coast. An inmate died, a policeman was injured and members of the Intervention and Rescue Group (GIR) were kidnapped.
The deceased would be one of the leaders of the band Los Cubanos, identified as William Humberto Poveda Salazar, aka Cuban, who was serving a 25-year sentence for murder. Edmundo Moncayo, director of the Penitentiary System, explained that several inmates of the band Los Choneros would have entered the maximum security pavilions TEDA 3 and 4, and would have slaughtered and burned Poveda. In addition, they kidnapped personnel from the Intervention and Rescue Group (GIR), who were released after a negotiation process.
Interior Minister María Paula Romo said that a judge had ordered Poveda to leave the maximum security pavilion to the minimum one, to protect his physical integrity. However, the measure was not carried out.
The seven inmates who led the riot were identified through surveillance videos . The incidents lasted four hours, and after retaking control, an operation was carried out where three firearms were seized, one of which would have been used to subdue the police and assassinate Poveda.
